If other people can't read them, they might get their own private copies, thereby wasting more disc space. At this site, people are encouraged to place pictures they want to keep (regardless of the "rating", this is not an arts department) at a central place. Currently about 35 MB is used for such pictures, about 0.1% of the total amount of disc space. Games (also keept central) use a similar amount of disc space. I think more disc space would be wasted, if the users had their own private copies instead.
