There shouldn't be any...

FDDI standards are ANSI and ISO standards, not IEEE standards.  ANSI and ISO
standards are covered by copyright.  You're supposed to buy them from the
standards office.  (I believe the cost of the document covers some of the
expenses of running the standards process.)
