This does not do justice to the fight that's being going on here. SBT was bound and determined to give NOBODY either blocking. First they "gave in" a little - they'd offer some LE/Shelters per-call block. Hearing, complaints and more hearings followed. The PSC came up with the "compromise" reported above. But it sounds as if Bell South still wants its pound of salt. I hear they've also set up *67 for a per-call UNBLOCK on a blocked line.
