You don't mention if its NEXTStep 1.0 or 2.0, but...

Taken from 2.4's README file: (I think 2.3's was too old for
NeXTStep 2.0):

	On Next's version 1.0 it is necessary to answer -bsd for the

	On Next's version 2.0 it is necessary to answer -bsd and
-fwritable-strings for the "Any additional cc flags?" question and
-lsys_s for the "Any additional libraries?" question within Configure.
When asked about where the cc library is because Configure
can't find it, answer: /lib/libsys_s.a .
