For example, Greenpeace sends mail to ACLU members. The process starts with the ACLU finding a trustworthy junk-mail maker. ACLU provides the address list, Greenpeace provides the unaddressed letters, the junk-mail maker puts 'em together and sends them off. No one but the ACLU and the trustworty junk-mail maker ever sees the address list.
