(Huh? :-) What's actually happening here is that when VMS hears that the terminal is, say a VT220, it sends a sequence to tell the terminal to go into "Level 2, 7 bit controls" mode (or I think "Level 2, 8 bit controls" if the terminal port is set to "8 bits".) It's mostly interested in the 7-bit/8-bit part to make sure the terminal and the system have the same idea about how many bits to use.
