This is not hard to remedy! Post another note with the dealer's name and phone number and an exact but short description of the problem. Ask people to call the dealer and ask "Do you have 2.03 in yet? No? It's been available for a month! What's the holdup?" After the first few hundred calls, the dealer should acknowledge the existence of 2.03. It won't cost much more than a dollar for a one-minute call, so you should be able to convince quite a few people to make this call. BTW, even though 2.03 is a free upgrade, it's still technically illegal to copy it around. CBM is requiring dealers to ask for proof of purchase.
