Is Window 3 a operation system?
  If yes, why it cannot boot a pc?
  If not, why ms-dos can be run under it?

I am totally confused after one of my friend told me "Window 3 is oper. sys,
since it rearrange the ram."  While another friend told me "It's not a oper.
sys.  It's just a application program.
