As for drawing on the desktop (root window):

	HWND	hwndDesk	= GetDeskTopWindow();
	HDC	hdc		= GetDC(hwndDesk);

	/* Draw to your heart's content with the dc. */
	ReleaseDC(hwndDesk, hdc);
