You might want to try the PixEditT program which is part of the Free Widgets release available on a.cs.uiuc.edu (128.174.252.1) in pub/fwf.shar.Z. This program is pretty simple (no rotate, stretch, etc.), but it does support scrolling, zoom, cut/copy/paste, fill, flip, invert. It also can edit & save b&w & color images (color images saved to XPM2 format). If you like it, publicize it, so more people can hear about it.
