You start thinking that other people have a duty to send your articles (particularly your illegal-format articles) around the world and you're getting some very wrong ideas. Usenet is fairly anarchic, however, the one thing that must be agreed upon is the format of the articles. Indeed, the format of the articles, along with things implied by this format (like newsgroups) is actually what defines USENET -- USENET is sites that pass around articles in the specified formats. It would be nice if you were told, but as the implementors did not see an easy way to do this at the time, the only answer is tough titty.
