We're looking for a FAX modem that can hang right off a tty port
on a Unix box, preferrably AT&T 3B2.  Ideally, we'd like to just
do something like cat files to it.  Does such a thing exist?  Or
anything close?

[I've seen lots of posts requesting info like this, but no responses.
Does that mean there is no such thing?]
