It's called whois, and can be used in a couple of different ways, depending on the requester's situation. From a host on the Internet, some people can simply enter the command WHOIS character_string, and available records will come back to them. Exact procedures for using this function should be determined by reviewing the TCP/IP User's Manual for your host.
