At least in California, the way the CPUC allows telephone companies to set rates, it's cheaper to call out of state than to call to the other side of your area code. For example, it's cheaper for me to make a call from Alameda to Boston than to call from Alameda to Mountain View (which is just across the bay). From what I understand, UUNET has a POP in Mountain View. A friend of mine found that it was cheaper for him to call Virginia than to call Mountain View.
