I thought I overheard someone mention that ``IEEE Transactions on Computers''
is intending to have a special issue on Protocol Engineering sometime in 1991.
Does anyone know if this is true?  If so, when?  Please E-mail responses
to me because our news server isn't exactly rock solid.
