EXLPAT.LBR	Patch to EXL.COM to fix output filename bug

The fix contained in EXLPAT.LBR fixes a bug in EXL.COM which rendered
files written by EXL whose filetype had less than 3 characters (e.g.,
".Z" files) inaccessible to other programs.
