A Mac Application package, Versaterm 4.5, along with being a plain, old serial terminal emulator, also provides Telnet and FTP services over TCP. Emulation of the Telnet driver is VT100. TEK4014 emulation is also provided. A separate application also provides a telnet "server" for all Macs connected via a local AppleTalk network through the Ethernet TCP port. All this for <$100US mail order. Can you beat that?
