Configuration:  MacII, 8MB, Sys 7.0, Mode32, VM on, 32bit mode

Problem:  Macsbug 6.2.1 (haven't tried older versions) doesn't
load at boot time.  In fact, it doesn't load in 24-bit mode
either.  I don't recall if I tested it without VM on.  I've got
other extensions around but it also doesn't load if I hold down
the shift key (would this normally prevent Macsbug from loading too?).

Any clues?
