I once hacked up a memo and letter style that approximates our department's official printed letterhead. Both styles use the same letterhead, which can be omitted by using a \noletterhead command. The default letterhead includes a special bitmap of the university seal that I have in .pk format. The styles, bitmaps, and some example files are available via anonymous ftp from andy.che.utexas.edu (128.83.162.5) in the directories pub/tex/{macros,fonts} -- John W.
