I hope the person who posts "Windows 3.0 frequently asked questions" picks up on
this.

The appendix in the rear of the WP5.1 manual states that you may have
intermitent problems with accessing a floppy if you copy your ROM into SHADOW
RAM.  Run your SETUP program and change as to not copy ROM into SHADOW RAM...

The problem disappeared on my machine.  If in doubt  READ THE BOOK!
