I have been reasonable impressed with ALMANAC.  It is available
through SIMTEL.  I think the latest version is 1.10.  It is a
Windows 3.0 version. (Version 0.xx were Win 2.x versions.)

It has most of the features you would want and I have found very few 
bugs.  It is shareware.
