It sounds like you're talking about 'guide,' which was (I believe) provided along with OpenWindows on our Sun SPARCStation network. It allows you to build your interface graphically, by dragging and dropping icons for various objects and controls. Each object has a properties window which allows you to specify various characteristics, including event handler and notifier functions.
