In IPSC, we generally use templates rather than plugs because the plug does enlarge the hole. NROI teaches that if you do use a plug, once removed the target is no longer scorable. So, if there is a challenge you have to leave the plug inserted until the range master, and perhaps an arbitration committee, examine the target. Normally in IPSC we just tape and reuse the targets, but in this case we would have to remove the target and put up a new one. That is sooooo time consuming that I've never seen a plug used at an actual match. .............................................................................
