The original organization set up in Texas, with the approval of the Soviets, and then got shut down by the Texas Attorney General for running an illegal lottery (I don't know if they forgot to file paperwork or texas just thinks lotteries are illegal). The organizers were going to try again somewhere else, but the funds they had already collected got split between the Atty General's office and (? don't remember). None of the fees were returned to the callers, and no funds were left for the organizers, so they may have given up. A sterling example of how governments serve their citizens.
