There is a sample turbo-pascal PCX viewer in the archive 
PD1:<MSDOS.GRAPHICS>VESA-TSR.ZIP on simtel (along with a bunch of VESA tsrs).  

Take the .PAS source and throw out all the VESA junk and replace with your 
favorite BGI, and you have a reader/viewer.
