It was just what I wanted! For others who might be interested, it is a c. 200K .ZOO file that includes a limited (no floating point, .OBJ code produced only works on 80186 and above) but functional compiler, as well as two PostScript documents on Oberon and about 60K of sample Oberon code. It seems to be freeware, with the restriction that you can not re-sell it or what you produce with it. (But I could be wrong.) The author is E.R.
