An article in this weeks DIGITAL NEWS announced that the proposed change  
in the DECUS bylaws to eliminate the Management Council and expand the  
size of the Board, while receiving a 52% majority, failed because it did  
not receive the 2/3 majority needed for approval as a change to the  
Bylaws.  I guess those who fought to prevent this change should feel  
relieved about it.
