 Thank you to Don Gilbert and Dave Platt who responsed to my question.

Answer is simply install new version of CAP, CAP 6.0 with full set of
patches ( patch level 25), and don't need to use macps-22.
The lwsrv works fine with Mac OS 6.x and 7.x send print job to
QMS PS-810 printer.

Command line for lwsrv:
  $ETC/lwsrv -n "CAP LWD v7 QMS PS-810" -p macqms1 -e -T quote8bit \
          -a$LIB/ProcSets \
          -f $LIB/LWPlusFonts \
          -l $LOG/macqms1.log

/etc/printcap entry for macqms1:
  macqms1:lf=/local/lib/cap/log/lpderrs.macqms1:\
          :lp=:rm=pucs2:rp=qmsps:sd=/usr/spool/lpd/macqms
