You can send a message to mail-server@nisc.sri.com with a line

send netinfo/interest-groups

...in the message body. This will return the seven hundred thousand
character file to you in itty bitty pieces.

You can also use anonymous FTP via ftp.nisc.sri.com, directory
netinfo, file interest-groups.
