Many of the questions deal with issues discussed in this area, and should be of some interest. BTW, I publish a directory that lists the titles to over 9,000 computer programs available in source code form from the government and universities, all applications stuff, way beyond most of the stuff floating over nets. My general observation is that the government and universities are extremely incompetent when it comes to software technology transfer, to the point of extreme apathy. There is so much stuff out there available for people to put into their archives, it is a national disgrace how poorly it is being handled. The government spends over a billion dollars a year on software development, and ZERO on offering a guide to its location. My opinion on Congressional bills to improve these state of affairs is that their sponsors (more specifically their staff) do not understand the practical problems of information technology transfer, and are led to believe that throwing money at more hardware (NREN) will solve our problems.
