I have had this happen too.  But I found that it was not WB1.3 or KickStart.
It was the mouse accelerator I was using.  If your using one, it may be that.
Another cause I have found, is that my cpu sometimes gets bogged down.  I normal
ly run serveral programs at once.  This is the main cause for mine.
