I believe Aladdin (publishers of StuffIt Classic/Deluxe) have an licensable
on-line toolkit called "On-Line Toolkit", it seems quite powerful, as it can
incorporate sound, text, popups, buttons, and an index menu.  To get more info
on this check out StuffIt Classic 1.6 that's distributed over the net (sumex,
mac.archive, etc...) under the apple (On-line help...)

Oh, incidently, cost is a big unknown.  Please update us on what you find.
