Why, from labrea.stanford.edu, where else? (There are copies at many other
archive sites, of course.)

It is quite unusual to have a document that ``fails'' with TeX 3.0 and   
not with TeX 3.14. The changes between have been bug fixes, and mostly
for pretty obscure bugs.
