I have been asked by the MRNet, Inc. Board of Directors to review a draft
strategic plan for MRNet.  I am looking for information to assist my review.

o	Does anyone know of any list of the responsibilities of, or 
	minimum services to be provided by, a mid-level network?

o	Much of the work of the IETF seems to imply some responsibilities
	for mid-level networks.  Has anyone tried to compile a list
	of the responsibilities the IETF suggests for mid-level networks?
