Basically, you are asking a BBS system. There have tons of BBS software, but they all only let you connect through serial port or modem. For example, Procomm can be run as a server and being connected through dial in or serial port. Also it can let you shell out, accessing msdos file system. There also one simple batch program which let you dial in, but I don't know how to let it run on a network. There have also FTP servers and NFS server(SOSS) on PC.
