In the US ANSI sells the CCITT Specs.  Ansi's phone for orders is
212/642-4900.  The problem is figuring out which volumes group IV
is in.  I believe they're in volumes VII.3 through VII.7 (at least that's
the volumes my company just ordered).  The cost is some where around
$200, plus 7% shipping and handling.
