In these days of digital switches, digital xmission, and concentrated operator services, operator monitoring of a call is extremely unlikely to place any discernible noise on the line. The ones and zeros representing that VF is simply switched into two gate inputs, instead of one. Monitoring a PCM signal degrades it not at all.
