If the NSF has been "hoodwinked" into support software development
exclusively under Unix, then why has one of our faculty members, who
has a perfectly adequite color Sun workstation, had to buy an
expensive Macintosh in order to run a software package that could not
be run under Unix?

I think you are letting your prejudices blind your logic.
