After following this thread closely, I installed os2 1.3 , with extreme trepidation, on my very new Northgate Elegance 386/33 two nights ago and I am very happyto say everything went off like a charm.    
Specifically, I have a Northgate Elegance 386/33, 200 MB Maxtor IDE hard drive,  
AMI Bios (not sure what the version is or how to get it .... Northgate
stuck a decal over the chip)
