You can't run RSTS/E on a PDP-11/20 but you can run RSTS-11; in fact
the original release of RSTS was on the PDP-11/20.  As I recall, we
claimed that a 28KW PDP-11/20 with two RK05s, DECtapes and a DH11
was suitable for 17 users.
