    Sounds like what you really want is something like rexecd, since
    all you want to do is fire off a make.  rexecd would be much simpler
    to implement than a telnetd.
    
There is a freeware (copyrighted) REXECD (written for our PC/TCP Dev Kit
libraries) in source form on vax.ftp.com
