Yes he is, because it is so simple: It's just the icon under the mouse pointer that becomes the destination. You have the same problem also today when you have selected all icons inside a window and want to drag them into another one. Then you hold Shift depressed, click on one of the icons and drag it to the destination. Not necessary, I think. BTW, may I express my humbly opinion to the software producers, that TOO big icons are really annoying? They take away place on your Workbench, they need always an own window for themselves, because no other icon finds place besides them, and you have to do excessive front and back clicking to get to other icons.
