I have been looking for a fil;e called CHGFILE.BXY which sounds like a
really swell utility package.  Among the many things it apparently does,
is the conversion of APW 3.0 files to APW 2.x files.  I have searched a 
few ftp sites like apple2.archive.umich.edu and tybalt.caltech.edu
without success.

If someone knows where this file is living, please drop me a line so I
can ftp it.
