It's not like you're running TWO copies of the same upgrade package. You'll have two SEPERATE AND LEGITIMATE copies of 3.11 - they are yours to install and run as you see fit. If you wanted to run the SAME 250-user version of 3.11 (the one you got from the 3.10 upgrade) on two DIFFERENT servers, I'd say that wasn't kosher. But what you are contemplating sounds good to me and I don't see how the boys in Provo could object.
