MakeIndex is written in C.

You may fetch it from various ftp servers.
Since you are in Europe you might want to try rusmv1.rus.uni-stuttgart.de,
it's in the directory /soft/tex/makeindex. Or look in ftp.th-darmstadt.de,
in the directory /pub/tex/src-tools.
