I believe this message was addressing the use of these tiles in subways. If this is the case, as a sighted person I can definitely say that the tiles would be of assistance to us as well. Of course, I am not speaking for all sighted people, but many a time when rushing through the subway system in Philadelphia, I've come close to the edge.
