The program can be computer science, psychology, neuroscience, etc. - anything where there will be departmental projects and research going on. If anyone would like to propose a ranking of the top schools to pursue neural nets research, I'd be interested in seeing it. Specifically, quality of relevant faculty and abundance of relevant projects, courses, etc. are important considerations for ranking schools.
