It is not PD but can be copied and used freely. Any associated sale is severely restricted. Version 1.20 will be released July 14th. I have spoken with Keith Petersen about uploading this version to SIMTEL once it becomes available to me. I also need to check with the Opus people. This bbs supports everything needed and has a large number of support utilities. I use it and can say it is not a hack. There is a development team that continuously repairs and enhances the software.
