The average user already has a favorite terminal program (perhaps he bought it, perhaps registered it as shareware), and suggesting a change of software (especially if it's not commonly available) means that the user must uproot and re-invest. On the other hand, a 16550 is never a bad investment if you do 9600+ bps async transfers on a regular basis, and comm packages that support the '550 are - I would think! - more common than those that would handle 19,200 or 38,400 on their own.
