Your customer might be interested in the scientific graphic library developed
and maintained by the National Center for Atmospheric Research (NCAR).  Program
and documentation would be available for a very modest cost to educational
institutions as NCAR is managed by a consortium of universities.

Automatic installation is available for a number of different mainframes and
workstations.
